Election/By-Laws Committee Meeting Thursday, July 21 2005 at 7p.m. Location: 3759 Barry Avenue (just north of Venice Blvd.) Minutes Meeting was called to order at 7:05 pm. Those in attendance were Rob Kadota and Ken Marsh. Introductions Public Comment - None Review of current MVCC Bylaws and Election Procedures and DONE Election Procedure Materials Copies of the current MVCC Bylaws, MVCC Election Procedures, MVCC Candidate Packets were distributed as reference materials. Rob shared a print out from the DONE web site of a summary of NC’s bylaws as well as a sample of various NCs definition of “stakeholder.” See appendix A. The one issue that was identified as a possible amendment to the bylaws was expanding the definition of stakeholder. Committee decided to survey a sample of Neighborhood Councils on their experience of the cost/benefits of having a broader definition of stakeholder than MVCC. Ken M. will report back at the next meeting. Rob will inquire with DONE their experience related NCs with broader definitions. If the committee decides to continue exploring adopting a broader definition getting stakeholder input via an email or web based survey may prove useful. No other bylaws were identified as needing revision. As an exercise, Rob will bring three different sets of bylaws for the committee to review to further assess whether current MVCC bylaws are thought to be sufficient. By reviewing other NCs bylaws the committee might identify MVCC bylaws worth further consideration. Bel-Air Beverly Crest NC A Stakeholder is any individual who lives, works, or owns property within the boundaries of the Neighborhood Council. In addition, a stakeholder may be identified by participation in community organizations, neighborhood associations, homeowners associations, apartment/ condo associations, resident associations, school/ parent group, faith-based organizations, educational institutions, non-profit organizations, and /or business district. Grass Roots Venice NC Stakeholders are individuals who live, work or own any property within the GRVNC boundaries. In addition, a Stakeholder may be identified by participation in educational institutions, religious institutions, community organizations or non-profit organizations, block clubs, neighborhood associations, homeowners assoc iation, apartment associations, condominium associations, resident associations, school/parent groups, faith-based groups and organizations, senior groups and organizations, youth groups and organizations, chamber of commerce, business improvement districts, service organizations, park advisory boards, boys and girls clubs, cultural groups, environmental groups, code-watch, neighborhood watch, police advisory board groups, and/or redevelopment action boards. South Robertson NC A. A Member (stakeholder) is any individual who lives, works, owns property, or attends school and/or are members of congregations. Northwest San Pedro NC (NWSPNC) A. A Stakeholder is any individual who lives, works, owns property, or who attends or whose children attend a public or private school within the boundaries set forth by NWSPNC. An organizational stakeholder is any religious, community business or fraternal organization active within the boundaries set forth by NWSPNC. Wilmington NC A.
