RESOLUTION OF THE MAR VISTA COMMUNITY COUNCIL REQUESTING THAT CERTAIN ASSURANCES 
BE GIVEN BY THE BOARD OF TRUSTEES OF THE SANTA MONICA COMMUNITY COLLEGE DISTRICT 
REGARDING THE DEVELOPMENT OF THE BUNDY CAMPUS OF SANTA MONICA COLLEGE.

Whereas, the Santa Monica Community College District (SMCCD) has purchased 10.2 acres of land 
in Mar Vista for use as a satellite campus (Bundy Campus) for Santa Monica College (SMC) and for 
free remote parking for students and college personnel who will be bused to and from its other campuses,

Whereas, the Bundy Campus, which is situated in Mar Vista and which therefore lies within the 
confines of the City of Los Angeles, is bounded by Airport Avenue on the north, Bundy Drive on the east, 
Stewart Avenue and a residential neighborhood on the west and a residential neighborhood on the south, 

Whereas, the Bundy Campus has been annexed into the SMCCD without notice to the residents of Mar Vista,

Whereas, the Bundy Drive driveway on the east is presently the only open means of ingress and 
egress to the Bundy Campus, while two gates onto Airport Avenue which were used previously by 
BAE Systems (the Bundy Campus site's former occupant) and the Stewart Avenue Gate remain closed,

Whereas, SMC has repeatedly promised that the Stewart Avenue Gate will remain permanently closed 
to pedestrian and vehicular traffic, except for use by City emergency vehicles for emergency purposes 
only and that there will be no other access to the Bundy Campus from or to Stewart Avenue,

Whereas, the opening of the Bundy Campus might prove to be highly detrimental to the well-being of 
a large portion of neighborhoods in Mar Vista,

Let it therefore be resolved by the Board of the Mar Vista Community Council (MVCC), which has been 
duly elected by the residents and businesses of Mar Vista, to request that the Board of Trustees of 
the SMCCD adopt the following resolutions:

1. SMCCD shall by legally-binding and enforceable deed restriction ensure that Stewart Avenue and 
the Stewart Avenue Gate remain permanently closed for all ingress and egress to and from the 
Bundy Campus, except for use by government emergency vehicles for emergency purposes only. 

2. SMCCD shall support the prohibition of off-campus parking by limiting enrollment and staff at 
the Bundy Campus to existing parking capacity, and shall not establish the Bundy Campus as 
an offsite parking facility for the main SMC Campus on Pico Boulevard.

3. SMCCD shall be financially responsible for loss or damage caused from students and College 
personnel on neighborhood streets and adjacent residential neighborhoods.  

4. SMCCD shall implement traffic control measures and enter into an Access Agreement acceptable to, 
and with the participation of, residents of adjacent neighborhoods to prevent SMC-related traffic 
from intruding into these residential neighborhoods.

5. SMCCD shall not include in its Campus Planning for "Future Use" any onsite or offsite construction 
of "Buildings and Parking Structures" without the submission of a "Campus Master Plan" and 
Environmental Impact Reports to Mar Vista Residents and the MVCC Board at least 120 days prior to 
any public written notice of intent.

6. SMCCD shall complete a "Site Access Plan" acceptable to MVCC, Santa Monica Airport and other 
stakeholders. SMCCD shall enter into an "Access Agreement" with MVCC, Santa Monica Airport and 
other stakeholders to ensure long-term planning goals are understood and agreed to by all parties.


Let it therefore also be resolved by the Mar Vista Community Council Board, and by the 
Mar Vista Community at large, that:

1. The MVCC opposes any issuance of a Certification of Occupancy of West Building #4, or any other 
building on the Bundy Campus Site, by any empowered governmental agency to the Board of Trustees of 
Santa Monica College until a full Environmental Impact Report of the use of said buildings are completed.

2. The MVCC rejects the findings and conclusions of the current Mitigated Negative Declaration 
of the Renovation Project of West Building #4.

3. The MVCC does not currently support any proposed alternatives outlined by Kaku Associates for 
the SMC Bundy Campus site that includes any parking structures, additional parking lots, or additional 
parking garages in that they will result in improper and unfeasible land use for a site that has limited 
traffic access via insufficient traffic arterials.

4. The MVCC rejects all proposed alternatives outlined by Kaku Associates for the SMC Bundy Campus 
site that includes any traffic signals at the driveway between the Campus and Bundy Drive, in that it is 
too close to the traffic signal at Bundy Drive and Airport Avenue to ensure smooth and safe traffic flow 
along that stretch of Bundy Drive.

5. The MVCC will not consider approval of any land use plan until such time as all requirements of CEQA 
guidelines are properly carried out, and a full Environmental Impact Report is completed and reviewed 
by our council.

6. The MVCC supports Airport Avenue as the safest and most viable access to the SMC Bundy Campus, 
and recommends to the Cities of Santa Monica and Los Angeles that every measure be taken to support 
access for cars and buses between the SMC Bundy Campus and Airport Avenue, with buses prohibited 
from driveways and other areas adjacent to residential neighborhoods.

7. The MVCC recognizes the important role Santa Monica College has to higher educational in the region, 
and therefore resolves to work with the SMCCD, the LADOT, and the City of Santa Monica in order to 
best meet both the educational and transportation needs of the Westside.


Attachment #2 / motion 8(c): Exposition Light Rail Line routings

The Mar Vista Community Council Board favors an Exposition Light Rail Line that is as straight, quick, 
and cost-effective as possible to encourage ridership and to reach its maximal long-term value as 
an asset to Los Angeles County economic and transportation infrastructure.  

The Mar Vista Community Council Board therefore favors:
1) The Flower Street routing, instead of the Hill Street routing, that connects USC to Downtown because 
the Flower Street routing eliminates two unnecessary turns and establishes a significantly quicker 
rail connection to the Downtown region

2) An elevated station at the Exposition Rail Line Phase 1 terminus at Venice/Robertson in Culver City, 
in that every potential Phase 2 routing will require a grade separation at that intersection

3) Grade separations whenever possible to ensure speed and safety for the Exposition Light Rail Line 
on both Phase 1 and Phase 2

4) A Phase 2 Environmental Impact report that studies all possible routings between Culver City 
and Santa Monica, including the cheaper, quicker Exposition Rail right-of-way, and which is not limited to the previously-studied Venice Blvd./Sepulveda Blvd. diversion that had been proposed for an Exposition Busway

5) Any mitigations for a Phase 2 Exposition Light Rail Line that addresses the concerns of residents 
in Cheviot Hills, Rancho Park and other Westside neighborhoods affected by this future rail line
