The Community Plan Survey originated with the Department of City Planning (DCP)'s presentations at its June 2019 Workshop. These included an Arts District designation for Venice Boulevard in Mar Vista and Venice. As there was no definition in the presentations for what such a district would entail, the community became engaged in dialogue with DCP on this subject.

Roadmap to Recovery Resources is a new site launched by the County of Los Angeles to provide information about the re-opening of Los Angeles. The Recovery Framework is based on a Presentation by the Public Health Department.
The re-opening began on May 8, 2020 with curbside pick-up for non-essential businesses. May 13 marked beaches opening with limited activities while the parking lots, bike paths, boardwalks, volleyball courts, and peers remained closed. On May 15, Department of Parks and Recreation added tennis and pickleball courts, equestrian centers, BMX bike areas, trap and skeet/archery ranges, model airplanes, and community gardens to their prior opening of golf courses, trails, trailheads, and parks.
The Public Health Department reminds us to wear a face covering whenever we leave home, wash hands throughout the day, and stay six fee away from people who don’t live with you.

Other news is that the Department of Neighborhood Empowerment (DONE), which oversees the MVCC, has approved the use of Zoom remote conferencing to hold virtual meetings. The first will be a Board of Directors' Meeting this coming Tuesday, April 14, 2020, at 7pm.
The City Attorney’s Office has issued some guidelines regarding the use of teleconferencing and the Brown Act. You may read the guidelines here.

Governor's Executive Order Suspending Portions of the Brown Act Due to COVID-19 Emergency
On March 17 the Governor issued Executive Order (“EO”) N-29-20, part of which suspended certain Brown Act requirements and superseded portions of his prior EO (N-25-20 of March 12) applicable to the Brown Act. The Governor’s March 17 EO is attached (see Paragraph 3, beginning on page 2).
Under the Governor’s current EO, several provisions that made teleconferencing unworkable under the Brown Act have been suspended. Specifically:
Furthermore, under the current (March 17) EO—and this is a change from the prior EO—a Brown Act body may legally conduct a meeting entirely telephonically or electronically, without having any physical location at which members of the public may come to observe the meeting and offer public comment.
Specific Requirements Under Governor’s Current EO When Holding Telephonic or Electronic Meetings:

Read MoreIn light of the COVID-19 crisis, the Office of the City Attorney recently issued guidelines allowing Neighborhood Councils to begin meeting virtually. Therefore the Mar Vista Community Council (MVCC) will resume meeting beginning at 7:00 p.m. on April 14th and the Executive and Finance Committee will resume meeting beginning at 7:00 p.m. on May 4th. After that, both bodies will resume their regular meeting cycles. For the duration of the crisis, meetings will be held online using Zoom. For those who are unfamiliar with the platform, instructions may be accessed here. The meeting details will appear on each meeting agenda and on the MVCC calendar. Members of the public will be able to join and observe the meetings as well as to offer comment, as appropriate.
For the time being, all MVCC committee meetings - other than those listed above - will continue to be suspended. Those meetings will resume when a process to conduct them is developed or when the COVID-19-related restrictions are lifted, whichever is earlier.

On March 11, 2020, the World Health Organization declared the Coronavirus (COVID-19) as a pandemic. On March 15th, Los Angeles Mayor Garcetti issued an Emergency Order which implemented measures to protect the public and contain the risk of contracting the COVID-19 virus. Additionally, on March 23rd the Mayor issued a temporary moratorium on evictions for non-payment of rent for tenants who are unable to pay rent due to circumstances related to the COVID-19 pandemic.
On March 30th, the Mayor halted rent increases on occupied rental units that are subject to the City’s Rent Stabilization Ordinance (RSO). Effective March 31, 2020, Ordinance No. 20-0147-S19 expands protections for tenants during the local emergency in response to COVID-19. Together, these actions are designed to prevent unnecessary housing displacement and to prevent housed individuals from falling into homelessness.

In order to qualify, a Stakeholder must be at least eighteen years of age and live, work, or own property within the geographic boundaries of Zone 4 (South of Palms Blvd., North of Venice Blvd., East of Centinela Ave., and West of the 405 freeway).
This is a volunteer position and can involve substantial time. There is one Board meeting monthly which typically lasts 2-1/2 hours, exclusive of set-up and tear-down. In addition, each Board member is expected to serve as Chair, Co-Chair, or Vice-Chair of at least one committee and remain current on all city-required training. Some members spend four or five hours per week on Board business; others spend many more.

Los Angeles has engaged in a massive Sidewalk Repair Program in part to repair and upgrade sidewalks and curb ramps adjacent to City-owned pedestrian facilities, so that they are compliant with applicable accessibility requirements. Street tree removals and replacements, along with utility relocations, may be needed, as well. Additionally, the City may adopt policies and/or ordinances to assist in the administration of the proposed Sidewalk Repair Program and its objectives.
