MAR VISTA COMMUNITY COUNCIL IS SEEKING CANDIDATES FOR 2 VACANT ZONE DIRECTOR POSITIONS.
ZONE 2 AND ZONE 5
Each Zone is represented by its own Zone Director who is a Stakeholder in that Zone. To confirm what zone you live in, please visit marvista.org and on the right side of the website, there is a section titled: FIND YOUR ZONE and you will have access to our Zone Map.
The MVCC Bylaws hold each director to the duties and responsibilities as follows:
a) to carry out the goals and objectives of the MVCC;
b) to authorize or approve all business of the MVCC;
c) to direct and control MVCC activities; and
d) to oversee the ethical and financial integrity of the MVCC.
Our Standing Rules require each MVCC committee to "notify the appropriate Zone Director(s) of agenda items specific to that Zone or immediately adjacent to it."
Zone Directors are also responsible for providing a report, as necessary, during the publically-held Board of Directors meeting.
The process:
1. Interested stakeholders who wish to be considered must submit a statement of candidacy to Charlene.Samiley@marvista.org
2. The submission period is between now and August 14th, 2025.
3. The candidates’ names shall be placed on the agenda of the next regular Board of Directors meeting August 2025.
4. Interested Stakeholders may give a statement to support their candidacy at the 3rd Thursday - August 21st 2025 Board of Directors meeting.
5. After statements have been made, the Chair shall appoint a Stakeholder from the list of submitted names subject to approval by a majority vote of the Directors in attendance.
6. If the first appointed Stakeholder does not receive the approval a majority vote of the Directors in attendance, the Chair shall then appoint another Stakeholder from the list of submitted names subject to the approval by a majority vote of the Directors in attendance.
7. If the Chair’s second appointee is not approved by a majority vote of the Directors in attendance, the Chair shall then make the appointment from the complete submitted list of candidates, and the appointment shall be final and shall not be subject to the approval of the Board of Directors.
**All candidates must comply with the requirements of Article X Section 6 of these Bylaws. Bylaws can be found on our website under the Elections and Bylaws Committee.
Westside Regional Alliance of Councils (WRAC) Breakfast and Questions with Mayor Karen Bass.
Mayor Karen Bass attended a special in-person meeting of the Westside Regional Alliance of Councils (WRAC — MVCC is a member, (Andrew Marton and Carolyn K. Honda represented MVCC) along with all 14 neighborhood and community councils on the Westside of LA) on July 21st , 7 AM, at Belmont Senior Living Village in Westwood. She candidly answered several questions about the City's budget crisis; public safety concerns; an investigation into the cause of the Palisades Fire; her position on Metro's Sepulveda Transit Corridor project (a station directly located on the UCLA Campus with direct access to the UCLA Purple subway/D Line are key components unanimously supported by WRAC and MVCC); the status of an independent audit of her Inside Safe program dealing with homelessness; and the City's plan to deal with encampments in connection with the World Cup in 2026 and the Olympics in 2028. We thanked the Mayor for joining our meeting and sharing information with us.
Mar Vista NC Updates 7/14/25
Last week the Supervisor held a town hall with LA County Public Health Director Dr. Barbara Ferrer to talk about the impacts of federal cuts to public health, and how LA County continues to fight for immigrants, LGBTQ+ people, and working families. At last Tuesday's Board meeting, Supervisor Horvath and Supervisor Solis introduced two urgent motions to support and protect immigrants—ensuring access to care and services, and making clear that ICE has no place in our hospitals or clinics. If someone you know is affected by the ongoing ICE raids, please call the CHIRLA Rapid Response Hotline at (888) 624-4752. Our Mental Health Help Line is also a valuable resource at 800-854-7771.
Supervisor Horvath is standing firmly with immigrant families following reports of ICE presence in District 3 neighborhoods. The Supervisor urged the Trump Administration and DHS to immediately halt aggressive ICE enforcement tactics and called on local partners to ensure know-your-rights information is widely distributed. Our office is working with legal aid providers, community-based organizations, and County departments to ensure immigrant families have access to resources and accurate information.
Earlier this month, the Supervisor also joined the Blue Ribbon Commission on Climate Action and Fire-Safe Recovery Commissioners and UCLA for the release of their final recommendations. The Blue Ribbon Commission’s final report was released on June 18, 2025. On July 1st Supervisor Horvath introduced a motion as a result of expert findings released in the final report. The Commission’s report recommends the creation of a regional Rebuilding Authority with the tools and powers needed to rebuild more affordably, sustainably, and equitably across wildfire-impacted areas. The Supervisor’s motion directs County Counsel to report back within seven days on the legal viability of Los Angeles County serving as a Rebuilding Authority in coordination with willing cities impacted by the Palisades and Eaton Fires, as well as the December 2024 Franklin Fire.
A Rebuilding Authority would position the County to:
The Draft Environmental Impact Report (DEIR) on the Sepulveda Transit Corridor Project was released in early June— a major milestone in bringing real transit options to the Westside and Valley. It is over 2500 pages of information. The DEIR analyzes a range of rail transit modes, alignments, and station locations to address the transportation needs of the Sepulveda Corridor. Our team has been diligently combing through the information and is still reviewing all the options – we are really interested in feedback from our communities that this is directly affecting, as well as the communities this will directly benefit. The Supervisor is fully committed to advancing a project that has high ridership, quick travel times, ensures equity, and connects communities, including a station at UCLA. If anyone has comments I would greatly appreciate them being shared, and I can bring back the feedback to our team.
The current 90-day comment period will end on August 30, 2025. Metro is still hosting public information sessions to provide an overview of the draft EIR and accept written public comment. 3

On Friday June 27th, an Adjourning Motion was enacted to honor the life of MVCC’s Director Martin Rubin at City Hall. CD 11 Council Member Traci Park delivered a beautiful tribute speaking of his many years of service and dedication to the Mar Vista Community and his mission to create a park in place of the Santa Monica Airport. Martin’s brother Jerry Rubin was there to accept the beautiful city certificate presented to Martin.
In a legislative or formal body, a "motion to adjourn with someone's passing" refers to a procedural action where the assembly formally ends its session for the day as a mark of respect to the memory of a deceased individual. This is a traditional way for a deliberative body to honor the life and contributions of someone who has passed away, particularly when that person had a connection to the assembly (e.g., a member, former member, or a figure of significance to the community or state).
