8.1 [Administrative] Appointment of Authorized CIS Filers for MVCC – Approval of a Board Resolution designating additional representatives authorized to submit Community Impact Statements (CIS) on behalf of the MVCC, ensuring workload distribution and coverage when the Chair is unavailable.

8.2 [Administrative] [DIRECTOR] Bylaws Amendment to Permit Up to Four Board Directors on a Committee – Discussion and possible action regarding proposed amendment of the MVCC Bylaws, Article VII, Section 3 to change the maximum number of Board Directors who may serve on a Standing or Ad Hoc Committee from three (3) to four (4).

8.3 [Funding] [DIRECTOR] NPG Application for Community Disaster Preparedness Foundation - Neighborhood staging area kit in Westside Village – Discussion and possible action regarding an NPG application for the amount of $4,000 to acquire and install disaster preparedness staging area kit in Westside Village for use of CERT neighborhood team to set up a staging area and assist community members in a disaster.

8.4 [Funding] [OUTREACH] Food Drive Goods for 2025 Holiday Season – Discussion and possible action regarding an expenditure not to exceed $400 for the costs of dry goods & canned goods donations. If approved, purchased donations shall be dropped off at Nourish LA, a local food bank that the MVCC has contributed to in past years.

8.5 [Funding] [DIRECTOR] NPG Application for Nourish LA - Discussion and possible action regarding an NPG application for the amount of $5,000 to help support the expansion of Nourish LA’s operation to include a Food Recovery app, additional volunteer team, and a Manager that will allow them to further provide resources to our local community 7-days a week.

8.6 [Funding] [Policy] [DIRECTOR] Volunteer clean-up for DCRC mural on December 13, 2025 – Discussion and possible action regarding motion for MVCC to support a volunteer crew clearing the art mural on the east, Beethoven-facing wall of the DCRC (Disability CommunityResource Center) which has been overtaken by fig ivy. If approved, the ivy shall be removed on Saturday, December 13, 2025. The MVCC shall advertise the event and recruit volunteers through social media channels. Additionally, the MVCC shall provide $100.00 funding for refreshments for the volunteer crew. If available, MVCC shall provide tools or other items such as ladders, work gloves, or cutting shears to aid the ivy removal process.

8.7 [Administrative] [DIRECTOR] Mar Vista’s self-guided tour map for Venice Boulevard art – Discussion and possible action regarding a motion 1) that the MVCC ensures the map is available and can receive public suggestions and comments until Dec. 31, 2025; 2) that the MVCC provides proper information for the map, e.g., a QR code and board emails, for future comments, corrections, and suggestions, and 3) that the MVCC highlights and allows the final map to be downloaded from the MVCC website in a clear, easy-to-find place in January 2026.

8.8 [Administrative] [DIRECTOR] MVCC Town Hall ad hoc committee – Discussion and possible action regarding a motion for the MVCC to create an ad hoc committee consisting of three board members to explore all options and plan a town hall meeting hosted by the Mar Vista Community Council in 2026. The public “town hall” style meetings would be for the MVCC to hear opinions and comments from their constituents.

Revised letter incorporates feedback from ad hoc committee as recommended and voted on by the MVCC Board at 10/23/2025 Board meeting.

October Crimes in Mar Vista

OCTOBER CRIMES IN MAR VISTA

The most notable aggravated assault was on 10/28/25 at Sepulveda Blvd just north of National Blvd when a homeless male shot and struck a homeless male in his temple.  

A similar incident occurred on 9/20/25 also on Sepulveda Blvd just north of National Blvd when a homeless female shot and struck a homeless male in his chest.  Suspect was arrested on the 9/20/25 incident.  

A large encampment is on Sepulveda Blvd under the 10 Freeway.

10/01 –  National Blvd & Sawtelle – 
Homeless suspect used pump nozzle at gas station to swing and throw at police  officers.  Suspect arrested.

10/02 – 10700 blk Woodbine St –
Suspect (friend) strangled victim after victim told suspect to go to rehab for drug use.

10/08 -  Centinela Ave & Pacific Ave - 
Male suspect struck female with vehicle when she crossed the street. Victim was in dispute with suspect’s girlfriend. 

10/25 – 2800 blk Sepulveda Blvd – domestic violence.
Husband strangled wife during dispute.

10/28 – 2900 blk Sepulveda Blvd – domestic violence.
Boyfriend strangled victim during dispute.

Three Robberies
10/03 – Sawtelle & Palms Blvd –
Two juvenile suspects pepper sprayed juvenile victim and took backpack. Possible marijuana deal gone bad.

In Residence – 10/12 – 12100 blk Mitchell Ave – boyfriend suspect forcefully took girlfriend’s phone during dispute.

Estes Business – 10/17 – Sepulveda & National Blvd – suspect swung knife at security guard after caught shoplifting.

Crime Trends, News, & Prevention Tips

Crime in October has been low compared to earlier in the year and previous years.

Auto crews are continuing to hit the Westside taking catalytic converters.  

They mainly target older vehicles from 2008 to 2012:

• Honda Civics

• Toyota Prius

• Toyota Corollas

It is difficult to protect your vehicle when parked on the street, try to park them in a well-lit area to deter them wanting to be seen. Consider investing in a car cover.

Targeted vehicles are targeted because the catalytic converters can be removed quickly and easily.  

If the vehicle is covered, the thieves will not know what vehicle it is.

Drive defensively. Drive safely.  Avoid road rage.

With all the vehicles and traffic and distracted drivers, there is a lot of road rages and traffic accidents.

This includes some busy streets in the Mar Vista Community Council area.   Drive defensively. Drive safely!

MVCC at the Neighborhood Council Summit

Mar Vista Community Council was invited to the West LA Neighborhood Council Summit at the Mar Vista Recreation Center on November 8th. 

Chair Charlene Samiley, Community Director Carolyn Honda, At Large Directors April Peterson, Steven Hedge and Steven Paddock, and Zone 6 Director Aaron Vanek attended.

Mayor Karen Bass and City Attorney Hydee Feldstein Soto both spoke and had a short Q & A. The gist of the conversations were about how Community Councils can have an impact in their neighborhoods and City Leadership reporting on what they are doing

Dodger Nights at Mar Vista Rec with Traci Park!

Couple of nights watching the Dodgers outdoors. Traci Park’s office sponsored raffles, we enjoyed the beer garden, taco truck, shared official Dodger Peanuts and cheers from Mar Vista fans. Thank you Council Member Traci Park for sponsoring this really fun evening.

Fall Festival and Blood Drive

FALL FESTIVAL + BLOOD DRIVE
Mar Vista Community Council had a booth at the Mar Vista Rec Fall Festival, and we sponsored a blood drive through Lifestream Blood. It was a beautiful Saturday filled with kids and families. The blood drive produced good numbers. MVCC gave safety vests that were the fashion statement of the day, rice krispy treats, chips ahoy, animal crackers, and goodie bags for kids that included play doh, a fun lighted ring, and bubbles!

Porchfest came to Mar Vista! Fun was had by all!

So many porches...so much great music!
Porchfest in Mar Vista was a wonderful show of community and talent. For two days, musicians of all sorts performed throughout our neighborhood and spread joy, music and positivity. It was an awesome two day event that showcased our local creative minds, and brought neighbors together tapping their toes to the rhythm.

Crime Trends, News, & Prevention Tips

August has been the third consecutive month where property crimes have decreased, largely due to less vehicles broken into, and property taken. Also, there have been 13 or 14 burglaries a month compared to the 17 to 22 burglaries per month the first half of the year. The violent crimes have mostly disputes between people who know each other, whether domestic violence or a neighbor or roommate dispute.

Still, be mindful of protecting yourself and your neighbors against residential burglaries.

To help deter a residential burglary, when leaving your residence for the evening, turn on the lights in the front room and close the shutters/curtains giving the impression someone is home. If there is a television in that front room, turn it on with the volume higher than usual to deter potential burglars approaching your home. Play music if you have a stereo system. Burglary crews are disabling the electric panel in the backyard to cut off alarm systems and disable home security cameras.

Consider hiding your electric panel by placing something in front of it, such as a ladder covered with a tarp in front of it, or pot with a plant. Place Beware of Dog signs on the side gate. Visit the local pet shop to purchase a large dog leash to tie on the side gate handle to give the impression of having a dog.

Mar Vista Community Council knows our stakeholders experienced a LOT of frustration with the Election/Voting process. We were frustrated as well!

EMPOWER LA is asking for feedback regarding the experience. Please participate in the survey and let them know your thoughts on the exasperating process. Maybe we can get it better and easier for the next election. Fingers crossed. 

EmpowerLA is gathering feedback to better understand your experience during the 2025 Neighborhood Council election cycle, including input on what worked well and what can be improved. Whether you participated in the 2025 Neighborhood Council elections as a candidate, as a voter, or you didn't participate at all, we want to hear from you!

By sharing your insights, you will help us enhance future election awareness strategies and resources, which in turn will increase candidate and voter engagement. More importantly, you can help us innovate ideas to strengthen connections between Angelenos and their Neighborhood Councils.

The survey results, including raw data, will be incorporated into EmpowerLA’s post-election report. This report will be distributed via our newsletter and made available on our website.

Martin Rubin's Memorial

A few of us attended Martin Rubin's Memorial this past Saturday. 

Charlene, Andrew, Stephen P and Carolyn attended Martin’s Memorial. 

Martin’s younger brother Jerry organized the beautful tribute. He had a lot of friends in attendance. We learned of Martin’s devotion and commitment to the goal of turning the Santa Monica Airport into a park for the community.

Matt Halden, Traci Park’s field deputy for Mar Vista spoke about Martin’s contributions to Mar Vista and beyond.

It was a beautiful day and an afternoon of sunshine and fond memories.

Martin’s brother Jerry brought the last can of a box of Canada Dry that Carolyn brought Martin while he was in the hospital. Martin requested it. Jerry said that it meant so much when he saw the cans because they brought back so many memjories of childhood days with his brother. They both loved Canada Dry Ginger Ale. Cheers Martin!

Mayor Karen Bass attended a special in-person meeting of the Westside Regional Alliance of Councils (WRAC — MVCC is a member, (Andrew Marton and Carolyn K. Honda represented MVCC) along with all 14 neighborhood and community councils on the Westside of LA) on July 21st , 7 AM, at Belmont Senior Living Village in Westwood.  She candidly answered several questions about the City's budget crisis; public safety concerns; an investigation into the cause of the Palisades Fire; her position on Metro's Sepulveda Transit Corridor project (a station directly located on the UCLA Campus with direct access to the UCLA Purple subway/D Line are key components unanimously supported by WRAC and MVCC); the status of an independent audit of her Inside Safe program dealing with homelessness; and the City's plan to deal with encampments in connection with the World Cup in 2026 and the Olympics in 2028.  We thanked the Mayor for joining our meeting and sharing information with us.
